messageTypes was renamed CamelCase->snake_case upstream and the board error bitfield grew past 16 bits, so widen the bitfield test to 32 bits to match the spec.

Ports Python parsley's field types to TypeScript:
FieldplusASCII,Enum,Numeric,Floating,SwitchandBitfield, each encoding and decoding its slice of a CAN message's bits the same wayfields.pydoes. These are the building blocks for the encoder/decoder stacked on top of this PR, and include the bitfield decoding asked for in waterloo-rocketry/2026-2027-software-issues#11.Moved from waterloo-rocketry/parsley-ts#5 with its original commits.
