parsley-ts: update message types to RocketCAN 2026.5

Updates src/message_types.ts to RocketCAN 2026.5 (matches rocketcan.yaml generator output): renamed board error flags, new boards and actuators, canards error IDs, SD clear actuator and thermocouple sensor IDs. Stacked on the encoder/decoder PR so the remaining fixes can be made against the full decoder.

Draft: 31 tests still assert 2026.4 values and need updating before this is correct: 14 in messageTypes.test.ts (enum counts and values) and 17 in fields.test.ts / parseToObject.test.ts (board error flags renamed, e.g. E_5V_OVER_CURRENT → E_5V_OVER_CURR).

Moved from waterloo-rocketry/parsley-ts#10 with Jason's original commits.
