[Subtask] Measure container starts and fix the ContainerSuite lifecycle #14001

Describe the subtask

Log how long every container start takes (image pull, container start, readiness), then fix what the numbers and the audit show: close() leaves stale state, Hive is not keyed by version, the PostgreSQL retry never waits, readiness checks wait a full interval before the first try, idp-basic restarts its containers per class, Ryuk is off, and several ITs close the shared suite.
