Add a translator for the Netherlands Institute for Transport Policy Analysis (KiM).

  • Update the target regex in the metadata JSON
  • Run ESLint: npm run lint -- "KiM.js"
  • Test both URLs in Scaffold Browser tab
  • Verify both test cases pass

@AbeJellinek locally all tests pass. Should they also in CI?
