Tracked: KEN-2444 (https://linear.app/vanillagreen/issue/KEN-2444). The Copilot hook upsert matches its own entry by the exact command string, so a changed command is appended beside the old one. That item fixes the match and re-records this lock, so each .github/hooks file holds one entry.
