Replaces #675 and fixes #609

This implements Autodiscovery for the ALB client pool, with initial support for Kube API, DNS (A/AAAA and SRV), and File polling (ala prom's file_sd) sources to automatically maintain sync between the source and the ALB pool. The framework is extensible to other sources, so we'll add support for ec2, gce, and consul in separate PRs. For sources that don't yet have built-in support, the ALB Discovery source can be configured for a file; then an external script can be crafted that runs periodically to poll the source and write to the ALB-configured file; when the file changes the ALB will reload the file and modify the pool accordingly. Sources with built-in support do all of that automatically once added to the trickster config.
