…backend#1404) — baseline retired (#457) * sec(gitleaks): add commit-independent allowlist config (backend#1404) Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> * sec(gitleaks): retire the commit-pinned baseline (backend#1404) Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> * sec(ci): drop the gitleaks-baseline input (backend#1404) Co-Authored-By: Claude Fable 5 <noreply@anthropic.com> --------- Co-authored-by: Claude Fable 5 <noreply@anthropic.com>
Gitleaks parses the allowlist `condition` field case-sensitively and only recognizes uppercase `AND`/`OR`. The lowercase `"and"` was silently treated as the default `OR`, so the allowlist matched on targetRules OR paths OR regexes instead of requiring all criteria — over-matching and potentially suppressing real findings. Corrected to `AND`. Bugbot finding from backend#1404. Co-authored-by: Claude Opus 4.8 <noreply@anthropic.com>

Pin every actions/* ref to the full 40-char commit SHA it currently resolves to, with a trailing exact-version comment (D10, RFC-BACKEND-1405). Behaviour-preserving: no version changes, only removal of silent tag mutation. tracebloc/* refs stay on @main by design; third-party refs were pinned under backend#1490. Part of tracebloc/backend#1491. Co-authored-by: Claude Fable 5 <noreply@anthropic.com>

Automated promotion by the release train (RFC-0008 D14). Head is the train-managed
release-train/to-mainbranch (a mirror ofstaging), so it never collides with a human PR. Merged only when the fr-gate is green.Note
Low Risk
CI-only supply-chain pinning and secret-scan config reshaping; no runtime CLI or application logic changes.
Overview
Pins third-party GitHub Actions across the workflow fleet so steps reference immutable commit SHAs (with version comments) instead of floating
@v7/@v2tags — covering checkout, setup-go, setup-python, upload/download-artifact, add-to-project, and actions/stale in build, release, e2e, drift checks, and housekeeping workflows.Reworks gitleaks integration for code quality: removes
.gitleaks-baseline.jsonand stops passinggitleaks-baselineinto the sharedcode-quality-callerworkflow. Adds repo-local.gitleaks.tomlthat extends the default rules and allowlists the syntheticIdempotencyKeyline in*_test.gofiles, preserving the prior baseline exception without a JSON baseline file.Reviewed by Cursor Bugbot for commit 9e02a14.
