Summary
Remove the instruction to solve tasks without search from both GenPlan prompting paths: the strategy prompt and the no-chain-of-thought prompt. Best-of-K shares these prompts and receives the same change.
Stacked on #172. Base: codex/genplan-source-access.
This allows generated policies to implement search; it does not enable web search, CLI tools, or MCP tools. Budgets and validation are unchanged. This deliberately departs from the original paper's no-search instruction.
Verification
79 existing prompt, GenPlan, and best-of-K tests passed. git diff --check passed. No live model calls. No new tests or lockfile changes.
