This PR adds a Smart Emergency Preparedness Center to the Climate Risk Results page to help users take immediate action based on the generated climate risk analysis.

• Dynamic Risk Status Banner showing the highest detected climate risk.
• Risk-specific Emergency Contacts.
• Interactive Preparedness Checklist.
• Live Emergency Readiness Score that updates as checklist items are completed.
• Copy Emergency Contacts functionality.
• Copy Preparedness Guide functionality.
