It's only needed on Colab, and since Colab forces a session restart, it's moot anyway. Let's get rid of it.

The use of
importlibto reloadpkg_resourcesis only needed on Colab, and since Colab forces a session restart, it's moot anyway. Worse,pkg_resourcesis deprecated in newer versions of Python, which leads to a warning in Colab that will potentially confuse users.We decided to take it out.
This basically also addresses #955
