This adds a `pr create` subcommand for convenience purposes (no real new functionality). This follows the pattern we already have for `pr list`, since these can both be invoked via `repo pr <list|pr>`. Earmarked is adding a mechanism to skip integration tests (which require a working BitBucket Data Center instance to point to). I have been told this is a standard thing to do in Go code bases, but I am not Go fluent.
