Scope: _data loader (yml/yaml/json, flatten + aliases, domain errors), pipeline merge (pages + taxonomy + tiered reload), watcher Kind::Data + dev full path; not touched: CSV, import, future posts
Steps:
Tests: data_spec content 5/0/0 + build 3/0/0 + watcher classify; full 445 green; format + shards build ok
Manual: new /tmp/data-smoke + _data/nav.yml + build 3 pages + check clean
Docs: adr/009 + content.md data section
Risk: no engine change; absent _data keeps builds byte-identical; new full-rebuild trigger only for _data changes
