ADR-008 pipeline: term/index pages, conflict checks, sitemap, dev full path. Verified: taxonomy_spec 3/0/0, full 437 green, shards build ok.

Roadmap: Jekyll parity / slice 2 taxonomies (ADR-008), stacked on #67
Scope: categories frontmatter, taxonomy grouping, layout-gated archives + sitemap, dev full path; not touched: data files, import, pagination logic
Steps:
Tests: taxonomy_spec content 2/0/0 + build 3/0/0 + parser 21/0/0; full 437 green; format + shards build ok
Manual: new /tmp/tax-smoke + tag/tags layouts + build 6 pages + tags/crystal index + check (SEO warnings only, expected)
Docs: adr/008 + content.md frontmatter table + taxonomies section
Risk: no engine change; existing builds byte-identical without taxonomy layouts; new URLs only when opted in
