Summary

Transitions the Server-Sent Events repository from the legacy corporate CLA bot (CLA Assistant Lite) to the standard Developer Certificate of Origin (DCO 1.1) and formal Open-Source Governance charter, matching the model established in spector/GOVERNANCE.md.

Also establishes CI parity for the newly integrated Swift client (clients/swift).

Changes

  • Feature / Enhancement
  • Documentation
  • Build / CI

Phase 1 — Open-Source Governance Charter

  • Added GOVERNANCE.md defining:
    • Vendor-neutral meritocratic principles and open-source roles (Project Lead, Technical Lead & TSC Chair, Architecture Working Group, Maintainers, Committers / Reviewers, Contributors).
    • 4-Tier Contributor Ladder with transparent qualification criteria (Tier 1 Contributor to Tier 4 TSC).
    • Explicit recognition of Timothy Kim (@timothytkim) as eligible for Committer status in recognition of authoring the Swift client library.
    • Three-tiered decision mechanics: Lazy Consensus (72 hours default for routine PRs), Simple Majority (>50%), and TSC Supermajority (2/3 for breaking protocol/governance changes).
    • Architectural governance (ADRs/RFCs) for bridge SPIs, protocol framing, and reactive backpressure.
    • Project continuity, administrative redundancy, and coordinated security disclosure process.

Phase 2 — CLA Sunset & DCO 1.1 Adoption

  • Retired legacy CLA: removed CLA.md and .github/workflows/cla.yml.
  • Added DCO.md containing the full Developer Certificate of Origin 1.1 text and commit signing instructions (git commit -s).
  • Added automated CI check in .github/workflows/dco.yml to verify the Signed-off-by: trailer across all PR commits with helpful remediation guidance.

Phase 3 — Community Documentation & Recognition

  • Added ACKNOWLEDGMENTS.md crediting open-source contributors, foundational reactive streaming frameworks (Spring WebFlux, Project Reactor, Angular, Redis, NATS, Cloud Stream), and AI tooling.
  • Updated .github/PULL_REQUEST_TEMPLATE.md to mandate DCO 1.1 sign-off and security compliance.
  • Updated CONTRIBUTING.md with polyglot client workflows, DCO 1.1 instructions, and governance links.
  • Updated root README.md with DCO 1.1 and Governance badges, and registered all polyglot clients (clients/swift, clients/kotlin, clients/go, clients/python) in the packages registry.

Phase 4 — Swift CI Parity

  • Added .github/workflows/ci-swift.yml to automatically test clients/swift/** under Swift 6 on macos-14 and macos-15.
  • Added test-swift, test-go, and test-kotlin convenience targets to Makefile.

How to Test

  • Verified local Swift test suite via Makefile:
    make test-swift
Result: 116 tests in 20 suites passed.
  • Verified DCO 1.1 compliance across all 4 commits on this branch.

Checklist

  • I ran make test-swift locally and it passed
  • I added/updated tests where practical
  • I updated documentation (README.md, CONTRIBUTING.md, GOVERNANCE.md, DCO.md, ACKNOWLEDGMENTS.md)
  • My commits include a valid DCO 1.1 sign-off (git commit -s) per GOVERNANCE.md
  • No hardcoded secrets, credentials, or private keys
  • I agree to the Code of Conduct
