chore: migrate logrotate to Policyfile

Summary

• replace Berksfile dependency resolution with Policyfile.rb and Policyfile.lock.json
• update ChefSpec and Kitchen to use Policyfile support
• move lint-unit to sous-chefs/.github v9.0.0 and update setup/lint config for Policyfile
