To allow for properly disabling reveals per-problem, a reveal limit of 0 or less will now mean that the reveals should be fully disabled and not show up in submission reports.

A default ScoreRevealConfig can now be set in contest settings.
The ProblemInstance admin interface informs the user whether they are overriding a contest-wide default:
The section header was chosen as the place to communicate this because it doesn't require modifying the already complex admin templates.
This is a draft due to lack of tests.
