feat(compat): draft issue text when a compat column fails - #96

- scripts/compat_draft.py writes issue-draft.md: versions, the failed test IDs or the resolve error, the pins changed since the job's last green set, and the run URL - compat.yml runs it for floors, pre, conda-forge and suites when the job fails, and adds the draft to the job summary and artifact Signed-off-by: Simon van Lierde <simonvanlierde@gmail.com>

A red floors, pre, conda-forge or suites cell only showed in the site table. Now the failing job writes the text of an upstream issue, ready to post.
scripts/compat_draft.pywritesissue-draft.md: the versions, the failed test IDs (or the resolve error), the pins changed since the job's last green set, and the run URL.compat.ymlruns it when one of those jobs fails, and adds the draft to the job summary and the artifact. The workflow now needsactions: read.Tests: fixture files, with
ghstubbed for the green fetch. A dispatched run with a forced failing suite wrote the draft (run 41089345347); the forcing commit is reverted on this branch.
