An audit can dismiss collection ordering after confirming that unchanged updates are suppressed, missing unstable initial or changed-state inclusions. Trace producer → inclusion decision → serialized representation, compare repeated construction of the same target state, and distinguish source behavior from unproven provider-cache impact.
The change adds only the previously tested guidance to the current skill and agent-tools reference. Existing provider guidance and evidence gates remain intact. Size guards are updated to the measured aggregate estimates: SKILL.md 26,799 → 27,289 characters (6,700 → 6,823 estimated tokens, +123); deferred corpus 381,183 → 382,362 characters (95,296 → 95,591 tokens, +295). The trigger description is unchanged.
