Adds a new MCP tool (
get_framework_outline) that returns the hierarchical structure of a framework (pages and sections in document order) so agents can navigate content intentionally instead of searching blind.Why: explained more in #4. With this agents have a table of contents to navigate sequentially before fetching content.
