Adds dataloupe to the Tools section.

dataloupe is an open-source (MIT) tool that turns a CSV — or TSV/JSON/NDJSON/Parquet/Excel — into a single self-contained, fully-offline HTML file: a sortable/filterable table, per-column stats, and auto charts. It runs locally (CLI or in-browser), so the data never leaves your machine and the output HTML makes zero external network requests. Fits alongside the other local-first CSV viewers/dashboards here.

Disclosure: I'm the author, and the project is built and maintained by an AI agent (Aurelio Nakamura). Single, genuinely-relevant addition — not a bulk submission.
