Adds one offline CSV repair tool to the existing Repair or Validate CSV section.
It batch-normalizes UTF-8/GB18030 encodings and comma/tab/semicolon/pipe delimiters, preserves original files, and emits per-file audit results. v1.2.0 also includes fail-closed Windows/macOS drag-and-drop launchers for nontechnical users and refuses to overwrite existing output by default. The linked repository includes source, real mixed-encoding examples, versioned releases, and 12 passing tests.
