Research-stage Rust inference control-layer prototype with adaptive routing, memory, and reflection. Added to both README table and data/projects.json. Co-authored-by: ZCode <zcode@step.fun>
data/projects.json now has 501 entries; update hero and coverage counts in README.md to match. (Co-authored-by from previous commit retained as-is per overseer guidance; no history rewrite.)
