This extracts the self-hosted GitHub Actions runner work from the Vite+ migration branch.\n\n- Gates PR validation through the existing vouch labels/manual dispatch flow.\n- Runs core validation on the repository-scoped self-hosted runner label.\n- Keeps release smoke and browser validation on GitHub-hosted Ubuntu to avoid runner-container system dependency installs.\n- Disables setup-bun action caching on the self-hosted path to avoid stale runner home paths.\n\nThis PR is stacked on pilot/vite-plus-migration so its diff stays focused on the runner/workflow changes.
