Follow-up to CodeRabbit's nitpick on #67.
The check that an empty encoding list claims nothing ran after the only activity had already been claimed, so it would have passed even if
DequeueBatchEncodedhad wrongly claimed an available activity. It now runs while asuperjson-v1activity is waiting, before the encoded claim takes it. This is a test change only.
