Federation: FederatedVerifier trusts multiple issuers (by public key or JWKS) and selects the verifying key by the token's iss. Forged tokens that merely claim a trusted iss still fail against the real key; unknown issuers are rejected with an untrusted_issuer event. OIDC-style cross-org trust with no central authority.
