fix(toolkit): land Skill Radar improvements on main

Summary

Bring the three reviewed Skill Radar changes into main:

• Preview environment sync before writing, support targeted single-key updates, and preserve unrelated values and example comments.
• Preserve local files during WordPress pulls, make overwrites/deletions explicit with backups, and check required plugin files.
• Add the production-write skill for target verification, approved scope, database checks, competing jobs, and saved-state verification.

• PRs fix(base): preview and scope environment sync writes #32, fix(wordpress): preserve local work during wp-env pulls #33, and feat(base): guide production writes within approved scope #34 were merged into feature branches. This PR targets main directly and includes all three changes. The config and Git workflow fixes are already on main.

Test plan

• All 34 automated tests passed.
• All 9 plugin packages and 43 skills validated; generated metadata and diff checks passed.
• The complete integration tree exactly matches the previously reviewed final implementation from feat(base): guide production writes within approved scope #34, including the changes from fix(base): preview and scope environment sync writes #32 and fix(wordpress): preserve local work during wp-env pulls #33.

Notes

• Base pack 1.10.0; WordPress pack 1.2.1; marketplace 2.14.0.
• Environment sync requires Node.js 22+ and dedicated Secure Note environment items for vault writes.
• Prior independent forward evaluations are preserved. No live vault, WordPress server, or production database was changed during validation.
