Adds an MCP (Model Context Protocol) server at cmd/mcp-server/ that exposes 7 read-only tools for interacting with ASPEN Oneliner cases: load_case, get_system_info, find_bus, list_equipment, get_equipment, run_fault, and run_stepped_event. Beta/untested — cross-compiles but has not been validated against a live OlxAPI DLL.
