Updated Jupyter Notebook to use Non-Dictionary dependent BCIF encoding

I have added a the updated Jupyter notebook in the structures directory. The update notebook has:

• Deleted the current dictionary driven encoding approach
• Added the Non-Dictionary Dependent BCIF writing out; i.e. encoding using the newly implemented auto detection system.
• Added the notebook to the structures folder in the example-use-cases directory.

This is the current, already in-use, Jupyter notebook with the dictionary driven approach. This is the new, update Jupyter notebook in the `structures` folder which uses the Non-dictionary dependent Auto Detection BCIF encoding/writing out.
