This pull request updates the
.github/CODEOWNERSfile to expand code ownership. The main change is assigning the@radius-project/on-callteam, along with maintainers and approvers, as owners for the.githuband.devcontainerdirectories. This allows on-call members to respond to automated updates, such as those from Dependabot.
