three major-version deps; all API-compatible with existing usage (base64 Engine, ruzstd StreamingDecoder, toml Table/from_str/to_string_pretty) — no code change. workspace tests + ci-parity green.
rewrite the ureq backend for ureq 3's http::Response api (config_builder, http_status_as_error(false) so non-2xx stays a response, into_body().into_reader()). drops the hand-rolled InterleavedResolver + connect-budget workaround — ureq 3 does happy-eyeballs address racing natively, so the 2.x starvation bug it fixed can't recur. verified live: aegis ci fetched osv + tarballs for 183 deps with no tls/connect errors; workspace tests + ci-parity green.

Takes the safe major-version bumps deferred from #156, each validated:
737 workspace tests + ci-parity 6/6, clippy + fmt clean.
Not included: zip (only a 9.0-pre pre-release is out) and the tree-sitter grammar bumps (separate PR — node-kind revalidation).
