Fix libuv cmake - linux

While trying to compile a library on Linux ubuntu22 using libuv, I encountered the following problem:

CMake Error at cmake/Dependencies.cmake:93 (set_target_properties):
  set_target_properties called with incorrect number of arguments.
Call Stack (most recent call first):
  CMakeLists.txt:111 (include)

Steps to reproduce the problem:

git clone https://github.com/facebookincubator/gloo.git
cd gloo
mkdir build 
cd build
cmake -DUSE_MPI=ON -DUSE_LIBUV=ON ..

I printed libuv_INCLUDE_DIRS and libuv_LIBRARY variables, the libuv INCLUDE_DIRS variable is empty.
