This commit updates the scripts to use the latest version of Docker-in-Docker which is 1.4-ppc64le. Key changes include using the latest version of tini and modprobe by not pinning their versions. Updated versions of Docker, Go and containerd. Removed the temporary fix to replace CentOS 8 repository source to Quay as we CentOS 8 is no longer supported so we no longer build Docker or containerd for it.

Update the scripts to use the updated 1.4-ppc64le Docker-in-Docker image. The scripts include updates to the Docker, containerd and Go versions.
Also remove the temporary fix to set the repository for CentOS 8 to Quay because CentOS 8 is no longer supported so we no longer build it.
Tag/commit pinning of tini and modprobe has been stopped and we will now use the latest commit instead.
