Org-wide CHANGELOG_SECRET was never forwarded to the reusable tag-bump workflow, so its auto-changelog step silently skipped on every cascade bump. Matches trustedagents, the one repo already wired. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
