Add Subnet Planner lab app: visual VLSM address planning - #6

Conversation
Third Network Lab tool alongside IaC Visualizer and Network Topology Mapper. Renders IPv4 address space as an icicle chart: paste a CIDR block for manual click-to-split/allocate planning, or a block plus a list of "name hosts" requirements to auto-carve it via best-fit VLSM. Leaf widths use a fair-share allocation algorithm so small blocks (e.g. a /31 point-to-point link next to a /23 LAN) stay visible instead of collapsing to sub-pixel width under strict proportional scaling. Includes PNG and CSV export, tag-based coloring inferred from subnet names, and full stats (netmask, wildcard, host range, usable/total) per block.
