Implementation PR. Review before #2109, which contains the dependent tests.
Klaviyo's ephemeral development environments expose SSH over WebSocket. This lets Centaur access those environments using a personal SSH key configured in Console, through Iron Proxy. The deployment controls allowed destinations, and access uses the key belonging to the user who initiated the turn.
This PR is the implementation part; the next PR contains the tests.
