CR-1000: move languages-ng's work tracking to the central ourPLCC/dev tracker - #21

… tracker Clone ourPLCC/dev beside this repo on the host and mount it at /workspaces/dev, point the backlog CLI at it, install the pinned backlog, and assert git works in both repos. Mount ~/.claude as the languages-ng-claude volume so assistant memory survives a rebuild, and approve AGENTS.md's imports from ../dev on creation. Ignore .plans/. AGENTS.md imports ../dev/ORG-AGENTS.md, ../dev/CONTRIBUTING.md, then CONTRIBUTING.md, and keeps only the agent-only rules: reviewing shell in plans and verifying a subagent's commits. CONTRIBUTING.md opens with the link to the org developer guide, describes the ../dev clone and the +500 offset for old issue numbers, and takes over the course-material impact log rule. The memory, tracker, and spec-location sections are dropped: the ~/.claude volume and the org guide replace them. Allow backlog in the project's Claude settings. Part of CR-1000. Links into dev-docs/issues/ become CR-<N+500>, and links to the tracker's own files (issue-conventions.md, bin/issues/, the roadmap) become plain text. Frozen specs and plans get link-only edits; their prose is left as written. Comments naming issue paths in the devcontainer, the release config, and check-run-complete.bash now name the CR.
