P2 Badge Update the generator for the new status text

Because STATUS.md is regenerated by the financial beat (scripts/financial-organ.py calls organs/financial/consolidate.py), these new deepened macro/micro statuses will be overwritten on the next consolidate run: build_dashboard() still emits the old Authored — ... strings and the old next-step list. In any environment where the beat runs, this dashboard immediately regresses unless the generator is updated alongside the generated artifact.

P2 Badge Restore the card-hold obligation to the fallback

In worktrees without the ignored obligations-ledger.json, this new fallback view becomes the financial organ's only obligations list, but it now reports only two items while the same repo still records his-hand-levers.json L-CARD-FRAUD-HOLD as the root billing lock and this commit makes clearing it the P0 next step in STATUS.md. That means the cash-flow face hides the top financial blocker exactly in the fallback environment it claims to cover; include the durable his-hand/card-hold source or avoid presenting the fallback as the complete financial-material obligation set.

P2 Badge Include MONETA's stable signing-key gate

For a $0/ephemeral MONETA deploy, setting only MINT_BTC_ADDRESS is not enough: moneta/GO-LIVE.md requires generating a production keypair, setting a stable MINT_PRIVATE_JWK deploy secret, and wiring the public JWK into the exporter so already-issued licenses keep verifying after host recycle. In the dashboard's P2 deployment context, following this shortened step can produce a live-looking mint whose signing key rotates and invalidates purchases.
