Add a matrix strategy to the GitHub Actions workflow to build both CentOS Stream 9 /Stream 10 bootc images in parallel, with appropriate repo-setup parameters for each.
Add eib-crc-podified-edpm-baremetal-bootc-cs10 Zuul job.
Will remove github actions in a separate PR.
