fix: add defensive checks for queue emptiness and add queue cleanup functions - #64

- resets cases stuck in 'working' status for over an hour - respects max retry limit of 3 attempts - integrated into run_job workflow
- prevent crash when no cases are available - show diagnostic message with queue count for troubleshooting
- add null/na checks in entry detail, address entry, and documents modules - make get_case_from_queue return null instead of na when queue is empty - cache case_id variable to avoid repeated reactive calls
