Which problem is this PR solving?

Updates nx dependency to the latest version, which also deduplicates the nx packages nested in lerna.

Short description of the changes

  • Update nx from 20.8.3 to 22.3.0
  • Removes duplicate @nx/* packages previously nested under @lerna/create

Type of change

  • Bug fix (non-breaking change which fixes an issue)
