This PR bootstraps the orchestrator side of the v3 network monitor. It introduces the persistent storage layer, configuration, CLI wiring, and the initial NetworkMonitorOrchestrator struct - everything needed before the actual scheduling and HTTP server logic lands in follow-up PRs.
