Add Rigatoni alla Norma recipe

• All Hugo builds pass successfully with the new content

The recipe follows traditional Sicilian preparation methods, including salting the eggplant to remove bitterness and using ricotta salata cheese for authentic flavor.

Once you or someone with the necessary access fixes the problem, please unassign and then reassign issue #17 to me and I'll retry. Thanks!
