Stacked on apache#13553 (nevzheng:codex/13529-shared-container-databases). This PR is against my own fork so the diff shows only the new doc commit; intended to be retargeted to apache/gravitino main once apache#13553 merges, or reviewed here in the meantime.

Design doc capturing the three in-server approaches evaluated for core DB test parallelism: container sharing + DB tuning (apache#13553, shipped), thread-scoped parallelism (ScopedReference, spike), and classloader-scoped parallelism (spike, in progress). Covers what worked, what didn't and why, the validation methodology, and a forward-looking section on how each approach responds (or doesn't) to bigger CI hardware.

Draft — the thread-scoping vs. classloader-isolation comparison sections are still being filled in with real measured MySQL numbers.

…ncy mechanisms rejected

ScopedReference: real concurrency-serialization test failures at parallelism=2
(35m54s, slower than tuned-fork baseline), never got a clean run at 4/6/8.
Classloader isolation: NoClassDefFoundError in Testcontainers' JVMHookResourceReaper,
nondeterministic (sometimes fails the build, sometimes races past result collection).
Both closed. DB tuning alone (3.7x, 26m25s -> 7m04s) is the delivered outcome.

Closing without merging — findings will be posted as PR comments on the code PR (apache#13553) directly instead of a standalone design doc.
