fix(fly): bake psycopg[binary] into the image - #39

Neon dashboard FAIL when NEON_DATABASE_URL is set without the driver. Ops hot-install is wiped on the next image deploy. Package depends on psycopg[binary]; Dockerfile pip install . plus import check. Co-authored-by: natecl <natecl@users.noreply.github.com>
