- CI/CD docs contain mermaid diagrams that caused pymdownx/pygments crash during MkDocs build; moving them out of docs/ avoids the issue without requiring unsafe YAML config - Remove docs/README.md developer index (was conflicting with docs/index.md and is no longer needed) - Update cross-references in README.md, HOW_TO_RELEASE.md, and scripts/README.md

Description
Added CASPER information and link to the repo to the optional service chain info. Added limitation preventing the use of CONCISE and CASPER together.
