Update B3 now that the portal contract gaps are fixed and the loop is validated on kx: charts/tenant renders the Tenant CR (+ Platform + BudgetPolicy + agent-plane CRs), the new eks-gitops portal-tenants ApplicationSet applies the commits (GITOPS_TENANTS_REPO_URL must equal its repoURL), and the watcher lists the Tenant back into the inventory. The render→commit→apply→reconcile→observe loop reconciles to Ready + is cloudgov-clean on kx; what remains unverified is the full portal stack + the ApplicationSet's ArgoCD apply on real EKS.
