fix(core): bound fleet census lock waits (#1336) - #1337
Fleet census read-only SQLite connections use a 50 ms busy timeout.
Locked bank candidates enter unreadable and make bound_holds false.
Regression cases cover foreign and valid bank locks with unchanged database bytes.
No cloud / API key requirement for core functionality
SQLite is the only database dependency
Summary
Fleet census now limits each read-only SQLite connection to a 50 ms lock wait. A candidate that cannot be read remains listed as unreadable and causes the measured bound to fail closed. Census discovery and bank contents are unchanged.
New regression tests cover locks on foreign SQLite files and valid fleet banks. They check census timing, unreadable-bank reporting, bound behavior, recovery after lock release, and unchanged database bytes.
Architectural impact
This change is limited to fleet census. It does not change tiered memory, retrieval, consolidation, veracity, sync, Hermes, MCP, CLI, or benchmark methodology.
Census continues to read local databases without writing to them. The short timeout limits delays from locked files. Reporting unreadable candidates and failing the bound closed is the right call for preserving accurate census results.
Fleet census reads now wait up to 50 ms for SQLite locks. Locked candidates remain reported as unreadable, and the cross-bank bound remains unmeasured until all candidates can be read.

Read-only census connections use a 50 ms timeout. Tests cover locked foreign databases and fleet banks, unreadable-candidate reporting, bound handling, subsequent scans after lock release, and unchanged database files. The changelog records the timeout behavior.

Assert the 50 ms timeout separately from the elapsed-time budget.
The one-second limit allows a timeout much longer than 50 ms to pass, especially in the single-lock test. Keep the generous elapsed-time check for scheduling tolerance. Also inspect the sqlite3.connect call and assert timeout == 0.05. SQLite uses that argument as its lock-wait timeout. (docs.python.org)
