Move specs/SDD-008-skill-pipeline -> specs/archive/ and set the proposal to status: archived now that the cross-agent skill pipeline merged (#179). Audit trail preserved (never deleted).

Post-merge housekeeping for SDD-008 (cross-agent skill pipeline, merged in #179). Moves
specs/SDD-008-skill-pipeline/→specs/archive/and sets the proposalstatus: archived. Same pattern as the ENGINE-001 archive (#173).Pure rename + a one-line frontmatter change; no production code. Audit trail preserved (specs are never deleted).
