fix(duplicates): filter deferred authoring queue items - #459

Filter out queue items with status 'deferred' during duplicate detection analysis in tools/check-duplicates.py. Filters out deferred entries in docs/AUTHORING-QUEUE.json during duplicate analysis in tools/check-duplicates.py, preventing false positive collisions on deferred queue items while continuing to validate active queue items, published patterns, and historical proposals. Unit tests in tools/check-duplicates-test.py have been updated and pass cleanly.
