[BUG] macOS ARM full release integration exhausts 60-minute budget while progressing #3356

Reporting and investigating a bug need no permission. Before implementing a
substantive fix for inclusion in APM, obtain human scope approval and a review
contact on this issue. Trivial documentation corrections have standing

Describe the bug
The full nonpublishing release run 39784442659, macOS ARM job 119843776399 exhausted the integration step's 60-minute limit at 77% while all four xdist workers continued passing cases. This is evidence of an insufficient step budget, not a demonstrated hang. #3353 repaired separate fixture failures and deliberately left this timeout unresolved.

To Reproduce

1. Inspect the linked run's Run integration tests step: 2026-10-22T13:21:13Z to 14:21:26Z.
2. Observe the unchanged full selection not live and -n 4 --dist loadgroup.
3. The tail shows passing cases on gw0, gw1, gw2, and gw3 through 14:21:24Z, followed by The action 'Run integration tests' has timed out after 60 minutes.

Expected behavior
The full non-live macOS ARM corpus receives a bounded execution budget that accommodates the measured progress, without reducing coverage or weakening failure propagation. A 120-minute step budget provides headroom above the rough linear estimate of 60 / 0.77 = 78 minutes; this estimate is not a measured completion time or a guarantee.

Additional context
Scope: Raise only macOS ARM's full integration step budget to 120 minutes, extend focused workflow contracts, and document the budget succinctly.

Done when: The old 60-minute workflow fails the updated contract, the 120-minute workflow passes, full non-live selection and grouped four-worker execution remain unchanged, and focused contracts plus the canonical lint mirror pass against current main. Hosted full-route completion remains a separate release qualification step.

Out of scope: Test exclusions; marker, worker, HOME grouping, failure-propagation or release-gate changes; credentials or triggers; platform redesign; version changes; merge, tag, publication, ruleset changes, or full release dispatches by this child session.
